Short version: adult-use cannabis in Pekin carries two separate taxes, not one. There is a state excise tax of 10%, 20%, or 25% depending on what you buy, and on top of that a 14.5% combined sales tax. Stack them and you are looking at roughly 24% to 40% over the shelf price. Illinois cannabis tax comes in two pieces

Illinois does not have one cannabis tax. It has a cannabis-specific excise tax, and then ordinary sales tax on top, with two cannabis-only local add-ons baked into that sales tax rate:

  • Cannabis Purchaser Excise Tax — a state tax on you, the buyer, that we collect and remit. The rate depends entirely on what kind of product it is.
  • Retailers’ Occupation Tax — regular sales tax. The state’s 6.25%, plus local rates, plus a municipal and a county cannabis tax that only apply to cannabis.

Piece one: the excise tax is 10%, 20%, or 25%

This is the one that trips people up, because it is set by product category and THC level rather than by price.

Two things surprise almost everyone. First, edibles get taxed at 20% no matter how mild they are — a 2.5 mg drink and a 100 mg package of gummies sit in the same bracket. Second, vape carts and concentrates are not treated as “infused products” under the state’s rules. The Department of Revenue taxes them by THC level instead, which in practice means most of them land at 25% rather than 20%.

Piece two: sales tax in Pekin is 14.5%

It is a real spread, and it is worth knowing about before you build your cart — not because you should buy flower instead of a cart if you want a cart, but because “same price on the menu” does not mean “same price at the register.”

Medical cardholders pay a fraction of that

Registered medical patients do not pay the Cannabis Purchaser Excise Tax at all, and their sales tax rate is 1% — the same rate Illinois applies to other qualifying drugs. That same $50 order comes to $50.50.
